Users have to individually have the option to notify on PM off. You can manually remove it from the code if you want though but it will also remove PMs sent too.
No bcz it send's EMAILS!!!
I dont use smpt or any email crap so it gives me that smpt port error crap..
but it still send's the pm, lol?

It sends emails to members that have notify by email when receiving a PM turned on.
Send donation > Get PM notification > Get email notification of PM
I don't know what else to tell you.

Hmm...you sure it can't be taken out of the code somehow? Having PM's enabled is a user setting, but I took that choice away from my users.
Having it permanently set to "no" perhaps instead of a variable?
Yeah you can always edit the code but you know I don't EVER recommend core file modifications.
He can run an SQL query and make sure that everyone is set to off. Also change template for signup so that notification is off by default.
