You can't get it unless you subscribe.

And PayPal isn't restricted by country...

There are many countries Paypal does not work in.

Brad is right. Paypal isn't in all countries and in some countries it's heavily restricted. Each nation has it's own banking laws that affect how Paypal can do business not to mention their own risks for fraud.
